The Electronic Government (e- Government) is the result of the development of Office Automation, Network and Electronics in the governmental affairs pushed forward by all the countries in the world. Its most important content is to break the boundaries of the administrative institutions by means of the information and communication technology, so people can gain the information from the government in different ways and enjoy its services, instead of many written supervisions through different administrative blocks. Though the definitions about e-government are not the same at the moment, there is something in common. For instance, each kind of the definitions emphasizes that ICTs, namely the new information and communication technology, is the technical foundation of e-government. E-government is not the electronicalization of the traditional government's management. It is the re-mould of the governmental pattern in the times of information and the deep reform of the ways of the government's management pulled by the information technology as well.The construction of e-government has important meanings. Firstly it can benefit to change the government's working functions and improve the administrative efficiency; secondly it can lower the administrative cost; thirdly it can benefit to reduce the corrupt phenomena; fourthly it can arouse the development of the information industry as well as the other industries.Since the beginning of 1990's, the construction of e-government in our country has obtained obvious achievements. However there are some problems, and the main problems are as the follows: (1) the administrative organism does not fit in with the construction; (2) the fixed position of the construction is not clear enough and the motive force is not strong enough; (3) the problem of the infrastructure and "digital divide"; (4) the problem of the legal environment; (5)the lack of the professionals in information; (6) the problem of the key technologies etc.To quicken up the construction of e-govemment in our country, we should think much of the development trend of the construction of e-government in the developed countries, draw lessons from their experience; realize the importance and the urgency of the construction and really enhance the leading force; establish the clear and definite target, continuously enhance the construction of "the three nets and one database"; insist on the combination of the creative system and the creative mechanism; set up the right view to the talented resources, enhance the training of the information technique to the personnel.There are three creative points in this paper. Firstly, six existing definitions of e-govemment have been compared and their common properties have been found out; secondly, it confirms that the e-government in China is in the stage of mutual interaction between the government and the public; finally, constructive measures, such as establishing the right view to the talented resources have been proposed.
