The Electronic Government Affairs Environment Research Of Government Information Resources Sharing Problem

Information resource sharing is the necessary requirement of the Electronic Governmentdevelopment. This text starts with the meaning, inevitability, necessary and practicability ofElectronic Government information resource sharing, connect with the context and significance ofits development construction, analysis the current problems appeared, which expressed as thecomprehension misunderstanding; the imbalance on distribution and development; lack ofcoordination on development. In the opinion of this text, the main reasons that cause the aboveproblems are emphasis on construction but inattention application is the outside reason; lacking ofunified standard is the institutional reason; the contradiction between citizens’ right to know andgovernment’s resource secrecy is the conceptual reason; and information resource acquirement andcommunication is the technical reason. Following, combined with successful experiences ofUnited States and Singapore to make coping strategies in our country. Firstly, changing ideas toknow Electronic Government information resource sharing correctly; introducing market modelsto promote its balance development; building unified sharing standard to stop lack of coordinationand establish performance evaluation mechanism to promote the integral development ofinformation resource sharing.
