Facing increased competition both in foreign and domestic banking industry after entering WTO, how to improve the management efficiency and the competitive ability of state-owned commercial banks has become an urgent and unavoidable research subject. In the paper the author compared state-owned commercial banks with domestic shareholding commercial banks, and with banks of developed countries in terms of main indexes. It is obvious that the management efficiency of state-owned commercial banks is much lower than that of foreign banks and the management efficiency of state-owned commercial banks is lower than that of domestic shareholding commercial banks. The author analyzed the cause of the gap between state-owned commercial banks and domestic shareholding commercial banks from property right theory. At the same time, the author also analyzed the cause of the gap between domestic commercial banks and foreign commercial banks from environment factors. It follows that the cause for state-owned commercial banks' management efficiency being lower is both institutional factors and environmental factors. Finally the author advanced corresponding suggestion.
