Competition is the surviving rule for commercial banks in the market economy, and it mainly depends on its performance. In fact, competition advantage is efficiency advantage, and the proper strategy is to improve the relative efficiency of the competitors as possible. In China, the stated-owned commercial banks are the main body of its financial system, as well as the vitals of the economic performance. Therefore, it is very important to improve efficiency of state-owned commercial banks in order to enhance its competency, and it is an essential requirement for China's entry into the WTO, which can make themselves commercial banks and internationalization, so as to ensure China's financial safety and soundness and to maintain the continuous and sustainable growth.Since the 1980s, many foreign scholars have engaged in studying efficiency of western financial constitutions. In their studies, they have used not only parametric methods, but also non-parametric methods, such as data envelopment analysis and frontier analysis etc. Not only have they studied the scale and scope efficiency, but also technical efficiency and profit efficiency and its determinants. They proposed two alternative hypotheses about the relationship between market structure and performance in the banking industry, that is the "structure-conduction-performance" and "efficient market" hypotheses. Overall, western scholars have made tremendous achievements in the study of banking efficiency. However there are some limits in their studies, especially about the developing countries. So far the study on the banking efficiency in developing countries in their transforming period is far from enough. Therefore, we should adopt provocatively the newest results of the western theory on banking efficiency to validate the characteristics of China's state-owned commercial banks so as to find effective methods to improve the efficiency of such banks, which will be of great significance theoretically and practically. This dissertation will do some note-worthy discussions in this aspect.In order to study the efficiency of state-owned commercial banks of China in detail, we have evaluated its efficiency in three directions, i.e. scale economy, management power and profitability. In process of the study of scale efficiency, we testify translog cost function and Cobb-Douglas cost function by using LR ratio, so the results is more robust, and we remedy the shortcomings in our country. In the analyzing of technical and profit efficiency, we evaluated its efficiency by using data development and super-efficiency model. At last we use Tobit model to testify the determinants of efficiency and get the fallowing conclusions:(1) The scale efficiency of state-owned commercial banks is larger than 1.0, which indicates that there exists scale non-economy. However, the scale efficiency of newly established banks is smaller than 1.0, which indicates that there exists scale economy, and the efficiency of relatively large banks is bigger than the others, such as bank of communications, CITIC industrial bank and China merchants bank.(2) The technical efficiency of state-owned commercial banks is lower than the others previously, but the growth is faster than the others'.(3) The profit efficiency of state-owned commercial banks is far lower than the others', and it displays U shape trend.(4) The inefficiency of state-owned commercial banks originates from the public-owned ownership structure. Moreover, the ownership structure and financial regulation policy depress the positive effect of competition.Then, we test the structure-performance relationship in China banking industry. From the results, we find that only scale-inefficiency has a positive and significant relationship with profitability, but the other variables have not. That is to say, we do not find evidence to support the structure-conduct-performance hypothesis in our country.
