By literature consultation, empirical study and theory analyses, the thesis aimed to analyze different kinds of trade promotion associations promoted under the renewed foundation of the relationship between state field and society field, and correspondingly to study the management system and some local innovations. Based on the analysis of the present conditions and the development trend of the relationship between state field and society field, the policy proposals were put forward for the management system of the trade promotion associations.Government since 1978 initiated the transformation of the relationship between state field and society field. It was a process that the state field retreated gradually from market field and society field, and at the same time market and society developed slowly in the space actively released by state. The state had different attitude toward market field and society field, as a result the market field made a quicker development than the society field. The society field was composed of both the part released by state and the endogenetic part in the market field.The trade promotion associations in our country could be divided into three types: government-founded, spontaneous and eclectic. They are respectively founded in field released by state and the endogenetic part in the market field. It reflected the continuity of planned economy to some extent, and the trade promotion associations could be droved by market.The present management system of trade promotion association was in the same phase with the state field retreating from market field and society field, which was a typical corporatism led by state. However, this management system could not meet the self-demand in the market field. The self-demand expressed in some local innovations, which were all against the strict management. Essentially it challenges the planned economy managementsystem, offered the realized approach of the self-demand of the market field, and the development trend of management system was the corporatism led by society.The development trend of the field composed by trade promotion associations would be, the government-founded trade promotion associations would come into society field slowly, and they will become more independently, based on market and trade and as one of the administrators of the new trade's management system, and the spontaneous promotion associations would gain more development. At that time, it would be hard to differentiate these two kind trade promotion associations.According to the above analysis, the thesis proposed as follows. Firstly, changed the government-founded trade promotion associations base on the innovation of the state-corporation and the cancellations of some illogicality administration privileges, led and supported new trade promotion associations. Secondly, encouraged local innovations, abolished strict management system step by step, and allowed the necessary competition. Thirdly, standardized the behaviors of trade promotion associations and prevented the negative functions, improved intendance and evaluation system, established law of trade promotion associations in right time, and developed other economy NGOs to build the benign balance of each other.
