As the system of market economy in China continuously completed, the SMES have been rapidly developed,which not only become the important major power to accelerate the domestic economy growing up in a quick,healthy and consistent way,but also present the strength of life power,play the more important role in terms of adjusting the structure of domestics economy,extending social employment,developing local economy, increasing the financial income,training entrepreneurs team.however,from the effective needs point of view,99% of SMES are lack of sufficient loan sources less than 20%."Funding problem" has become the main boundaries restricting SMES growing up.Dissertation firstly analysis the existing the necessity of SMES'by applying the relevant theories from scope ecnomy; evaluate the current developing situation, financial status and funding characteristics of those small&medium enterprises by comparing with "funding" of foreign enterprises. As a consequence, it points out that the differences between "demand" and "supply", "funding market" and "funding environment" with overseas. It shows up that the complicated level of funding for the small&medium enterprises.The third chapter in dissertation fully analysis the various reasons to impact the small&medium enterprises funding. This chapter is focus on the weakness of the SMES and below during the financing process and financial authority's stratage to those enterprises. Since 80% of the credit was released by the state commercial bank, therefore here I would like to talk about some negative point of the state commercial bank on supporting those enterprises, such as the lessons we have taken and the pressure we will face, the comparision between the risk and benefit, the impact after the reform on credit management system, currently the credit sources will transfer to center city and famous enterprise. This is the trend and disciplinarian due to the market economic was developed and the economic structure was rectified.
