The development of the studies on industrial cluster has impacted many countries and regions deeply, and it has being one of the hot problems in economic geology, economics, management and sociology. Furthermore, it has arisen much interest from bureaus of determination and industrial planning. Many industrial clusters have being flourishing in Zhejiang, Jiangsu, Hebei, Guangdong, and Fujian etc.Textile and Clothing industrial clusters have been eminent in Shaoxing including man-made fiber, weaving and dyeing industrial cluster in Shaoxing county, tie industrial cluster in Shengzhou, sock industrial cluster in Datang, umbrella industrial cluster in Shangyu, shirt industrial cluster in Fengqiao, dyestuff industrial cluster in Shangyu, textile machine industrial cluster in Xinchang. These clusters are of large scale, and their specific characters are as follows: complete industrial chain, special market depending on related industry, the development of textile industry depending on special industry park.The endogenous impetus of clustering for Shaoxing textile industry lies in external economics of scale. In the meantime, the good local innovation environment in Shaoxing spurs developing of industrial clusters.Textile Clusters in Shaoxing are of composite type, and their dominant type is Marshellian district. The number of giant firms with famous brand and ability of designing in Shengzhou tie cluster and Fengqiao shirt cluster is very small, which makes these two clusters a little similar to hub-spoke district. And the initial Shengzhou tie cluster is of embryonic form of hub-spoke district. More and more foreign manufacturers join weaving and man-made fiber cluster in Shaoxing County, and this cluster has tended to transfer to satellite-plate district.In determinants of competitive advantage in Shaoxing textile industrial cluster, the advantage of basic factors is eminent. As for advanced factors, advantages lie in textile machine, but lack in knowledge resource and human resource. The clusters are confronting intensive competition from both domestic and abroad markets. Therelated and supporting industries in Shaoxing such as textile machine, dyestuff and exhibition are extended by textile industry, but they do little in supporting and upgrading the textile industry. The dwarf firms dominate textile clusters, where the competition is fierce and the products are homogenous. The quota of textile and clothing will have been canceled by 2005 and both cross-sea bridge and cross-gulf bridge will start building in 2004, which are the great opportunities that Shaoxing textile industry should grasp. The local government plays an active roll in the development of textile industry. Shaoxing should develop in harmony with Shanghai, which will reinforce the "diamond system" of Shaoxing textile industry. The determinants of competitive advantage coordinating with each other resulted in the strong competitiveness in low market, hi order to keep and strengthen the competitive advantages of textile industry in Shaoxing, it should create advanced factors, develop related and supporting industries and innovate management. Some advantages for clustering in Shaoxing textile industry, such as division of labor, diversification of production and labor have appeared.Finally, after analyzing the two factors (the position in industrial chain and the phase of industry development) affecting the integrity of textile industrial clusters, the paper suggests that textile industrial clusters in Shaoxing should learn from the development model of Italian textile industrial clusters, that is, the clusters transfer to integrated clusters and are upgraded by horizontal integration, vertical integration and networking integration.
