Industrial cluster is a flexible organization of large scale between market and enterprise. It is also a new regional development model adapting to the new productive mode. Being of significance to regional development, technological innovation and corporation development, it has drew more and more attention of researchers in the fields of economic geography, corporation management, regional economics, industry economics and economic sociology etc. as well as regional policies makers.This dissertation focuses on the high-tech industrial cluster competition strategies and development strategies in virtue of the frontier subjects of newinstitutional economics, economic sociology, enterprises management and technical innovation.The first chapter introduces the background, the research methods and the significance of this study. This paper defines several core concepts of this study, and reviews evolution of New & Hi-tech Development Zone both at home and abroad from a historical perspective.The purpose of the second chapter is to overview the industrial cluster literature in the light of two clues of industry development and region development respectively, review the points of view of various schools in the cluster theories research, and analyze the origin of each school and the logic relationship between them, making way for setting up the theories system of cluster competitiveness.As the core part of this thesis, the third chapter concentrates on building the theoretical frame for industrial cluster competitiveness based on the space dimension and time dimension of innovation. On the base of anatomizing the frontier theories of enterprises competence, this paper points out the deficiencies of existing theories, and attempts to build up cluster competitiveness theories based on the firm capabilities. This part also emphasizes that the cluster innovation space--especially the innovation space of new & hi-tech cluster in the developing countries-- is not 'the region' ,but 'regional innovation system plus external links'.In the last chapter, the thesis probes into the regional new & high-tech industry cluster competitiveness strategies from three aspects: a general development strategies of industry cluster competitiveness; policies of prompting regional new & hi-tech industry cluster competitiveness based on evolution stages; problems to be given attention in employing cluster strategiesThe conclusion of this paper is that it is necessary to strengthen collective learning, competence accumulation, and to balance proximal linkages and long distance relationships in order to form and advance industrial and regional competitiveness since the hi-tech technology is comparatively laggard in china. Government's powerful support is also necessary, and clusters of different stages require different development policies.
