Research On Local Government's Function Orientation In The Cluster Upgrading Of Textile Industry

I Under the background of economic globalization,industrial cluster has become an important form of regional economic development.Industrial clusters,as a new form of industrial organization and the regional growth,will be largely related to the regional economic development competitiveness,scholars in related fields and the government are very concerned about them,some local governments have taken the initiative to promote local industrial development and upgrading.At present,China's economy is entering to a"new normal",economic growth has entered to a controlled,relatively stable operating range.This paper analyzes the industrial cluster,at present Textile Industry in Keqiao,shaoxing has formed a certain scale,However,there are still a lot of deficiencies in the development process,especially in the current economic downward pressure on the situation,the development of the textile industry also encountered a bottleneck.In the process of dealing with these issues,we need to focus on how the public sector to integrate these forces,and how to provide high-quality public services to promote the transformation and upgrading of the textile industry.The main conclusions are as follows:First,after decades of development,textile industry of Keqiao has become a pillar industry.However,with the development of the economic situation,there are a series of problems,Such as backward production capacity,limited technical level;Industry collaboration supporting degree is low,less clusters of enterprises cooperation;weak enterprise product differentiation,price competition is intense;supporting system is not perfect,market environment needs to be improved;research out of touch and the ability of independent innovation is weak and other problems,it's need to upgrade in the urgent.Second,in the process of promoting the upgrading of the textile industry,Keqiao government is loss of functions,specifically,there are mainly the following aspects:Not enough to guide the adjustment of industrial structure;the lack of policy to promote the transformation of industrial clusters;it's too weak to promote the intensity of industrial classification and clustering;the government and intermediary service system is not perfect.Third,Based on the experience of the function of repositioning of government guidance to adjust the structure of textile industry and the experience of foreign government functions in the development of industrial clusters on the remodeling of Keqiao district government in promoting the textile industry cluster in the measure function:To promote brand construction,expand the market demand;to create a good market environment for the development of;support policies,cultivating industry leading enterprises;promote the supporting institution building,optimize service environment;strengthen the cooperative enterprises,improve the degree of industrial linkage.
