Research On The Mode Of Xian State-owned Property Right Withdrawn

This article takes the state assets property right reforms in Xi'an as the research background, and take the spirit of the Party's recent national congress as guidance .It is based on the theoretic study of the property right reforms of China's SOEs and the state assets property right transfer. The study of the sale of the state assets property right of the first batch of 60 enterprises launched by the Xian municipal government show that after the 20 years reforms the state assets have achieved a lot of increment and the abilities of competition of the state owned enterprises have gained obvious improvement. At the same time the corporate governance mechanism was improved step by step. But in the other hand, because of the state-owned shares accounting for more than two-thirds of the total equities, it's general that state-owned assets operate inefficiently and the proceeding of the reform of China's SOEs is very slow. According to above situation and the experience of other localities, this article put forward a mode of Xian state-owned property right withdrawn. The Xian municipal government should establish SASAC as quickly as possible. This commission will work to improve the profitability and corporate governance of publicly traded companies. With the guidance of SASAC, the state-owned assets management system can be improved more quickly. In this mode, we are to establish a state asset management mechanism at three tiers. At the first tier are specialized agencies that manage state assets on behalf of the people. At the second tier are state asset operating companies. And at the third tier are state enterprises. In the course of state-owned property right withdrawn, the SASAC should operate state assets for the purpose of better allocating resources and improving profitability.
