A Study On The Reinforcement Of The Government's Administrative Protection Over The Laborers

It is an inevitable tendency that more and more peasants entered cites and became laborers working on public projects. This paper put forward that government's protection over these laborers should be strengthened, which widened visual angle for researches on laborer problem. The basic opinions of this paper include: The laborers and local residents are equal social citizens, they should enjoy equal rights and duties; government's administrative protection over laborers is proved to be the most important and effective; government should strengthen its protection from the aspects of system arrangement, managing pattern, and law guarantee.In the first section, this paper introduced the shaping of laborer phenomenon and government's policy. Compared and anglicized these laborers functions and living situations, the pointed out that government should not manage them only through controlling or supervisal ways, but should carry out some protective and enforceable, measures, it also provides theoretical basis for this paper.In the second section, it separately compared and anglicized government's administrative protection, the self-protection, the social protection and thejudicatory protection, illustrated that realizing the urbanization must depend on effective protection over the laborers on public projects.The third station mainly demonstrated how to carry not administrative protection by our government in terms of system environment managing pattern and law guarantee.The creativity of this paper lies in its perspective from the government administration, it makes use of the present studies of politics, economics,sociology and demography, which are on the problems about the laborers working on the public projects. It has put forward that during the present period of china's social transition, the immigration of the farmers into the city is the inexorable trend, and the government as the possessor of the power, is the sole main body who can give the forceful and effective protection to this weak-strengthen group. To be specific, it includes:1. The government's protection is relatively advantageous over the self-protection, the social protection and the judicatory protection.2. On the arranged basis of the present system, this paper has put forward a preliminary idea for the frame of the government's administrative protection to the laborers.
