This research paper concentrates on personal banking service. It takes up the view as the thesis that it is a vital strategic act for China's state-owned commercial banks to accelerate the exploitage of personal banking service in the transition period of entering WTO, in order to revise their operational theory and developmental pattern. To support this thesis, the paper is developed into three major parts. The first part presents the exploitage of personal banking service and its status and significance in the operation of state-owned commercial banks. Personal banking service affects commercial banks in many aspects. It would not only promote the transformation of commercial banks' economic functions, but also improve the structure of their assets, liabilities, customers, and profits. The second part of the paper analyses the current situation and its causes of personal banking service. In the past several years, personal banking service of state-owned commercial banks has made magnificent progress. To compare, however, with the advanced levels of foreign commercial banks' services, ours is still in the primary phase of development; and to compare with China's joint-stock banks' services, ours is not so competitive. The causes of such a situation are complex: The orientation of developmental strategy is obscure; the external circumstance immature; and the internal administrative pattern inappropriate. The last part of this paper indicates that the promotion of the exploitage of personal banking service should be arranged systematically in six aspects of strategy, policy, pattern, service, administration, and accounting.
