Study On The Adjustment Of Industrial Structure Under The Restriction Of Shortage Of Water Resources In Zhangye Area Of The Middle Reaches Of Heihe River

The adjustment of industrial structure is one of the most important factors influencing regional economic development. Under the background of economic globalization, any country or area should be incorporated in the international economic system, and overcome the restriction factors of regional economic development through adjustment of industrial structure, set up the regional industrial structure system combined closely with resource, technology, market, etc. By the view of the general evolution trend of industrial structure of all economics, the study of it has focused on the improvement of the efficiency of resource distribution and the optimization of structure benefit, instead of the coordination between industries.Zhangye lies in arid area of inland China; the shortage of water resources is the main resource factor that severely restrains the sustainable development of this region. In the process of economic development and the upgrading of industrial structure, firstly, we should promote to optimize the industrial structure in proper steps by following the general law of the evolution of industrial structure; secondly, we should take the shortage of water resources under consideration, i.e. considering local resources and environmental terms fully, bring the economic benefits of water resources utilization and environmental benefit into the examination system of the benefit of industrial structure. Thirdly, should optimize the distribution of water resources between industries by the adjustment of the industrial structure to speed up the ecological construction of this region; actively build up the external environmental conditions which will do good to rational distribution and high-efficient circulation of water resources, make regional economic development, utilization of resources, environmental protections get onto the track of sustainable development. This text has probed into models of regional economic development in Zhangye that economic development is combined with ecological construction, rational distribution is combined with high-efficient utilization of water resources under the circumstances that water resource is severely scarce. The thesis consists of six parts.The first and the second part introduce the background, purpose, research meanings, and the train of thought of this research. The main theories that this research is based on are also involved.The third part analyzes the historical evolution and current situations of the industrial structure and the utilization of water resources in Zhangye, reveals many questions such as the backward level of industrial structure, the existence of amount of water-consuming industries, low efficiency of the utilization of water resources; and offers some basis for the adjustment of industrial structure and the development of water-saving industries.The fourth part analyzes the external economy background for the adjustment of industrial structure from following aspects, such as economic globalization, development of western regions, ecological reconstruction. Discusses the necessity of adjustment of industrial structure by analyzing the situation of water resources and market that this region is faced with.The fifth part is the core of this thesis. Analyzes the principles and targets of the adjustment of regional industrial structure, puts forward the overall train of thought of the adjustment of industrial structure. Provides a way for the development of water-saving agricultural and the adjustment of agricultural industry that based on its comparative advantage through a quantitative analysis of the comparative advantage of regional agricultural product; then taking grass-industry as an example, discusses the way for the agricultural industrialization in this region.
