Analysis Of The Innovation On The Party Style Of Governance

The party realized its first shift of central task from class struggle to economic construction at the Third Plenary Session of the Eleventh Central Committee of the Communist Party in 1978,which heralded a new era in economic development characteristic of the Reform and Opening with enormous achievement. However, in contrast with the achievements in the reform of economic structure and construction, the reform of political structure has lagged behind. Therefore, it is urgent to push forward the reform of political structure in accordance with the reform of economic structure. The core of the reform of political structure is the anew distribution of public power with the leadership of CPC as the most important guarantee. In addition, the relationship between CPC and state public power, i.e, the Party and the central administration, will directly influence the overall reform of political structure. As the checks and balance between the two is the styleof governance, to research the style of governance is essential for the reform of political structure and the establishment of national politics.On the basis of the research on the style of governance conducted by the academic circle in recent year, this thesis begins with a clear explanation on the links and differences between the leading style of the party and governance from scientific theory. And then retrospects the course of the party's governance style with the analysis of its main feature: centralized. Furthermore, this thesis also overviews the present situation of the style of governance, tending to be the command pattern, Finally, on the analysis the existing problems of the style of governance, the thesis assumes that the Party style of governance should transfer to embedding pattern. The necessity and flexibility of the transfer is proved in the final part of this thesis.
