But generally speaking, on one hand, rural credit is insufficient in total amount and the phenomenon that the rural fund outflows is rather serious. At present, the agricultural loan only accounts for about 7.4% of all loan balance, and the township enterprise only accounts for about 6% of all loan balance. On the other hand, while the investment of agriculture-supporting loan is increasing fast, agricultural output value, peasants' income is wandering around low level in recent years. So in this text, the author carries on correlation analysis on relationship among the agricultural industrial structure adjustment, the peasants' increasing income and the investment of agriculture-supporting loan in Anhui Province since the " the Ninth Five-Year Plan ", and analyses and proves the outside and inside financial reasons to the existence of this relationship. On this basis, referring to the experience and method of agriculture-supporting loan in western developed countries, the author proposes countermeasure and suggestion on changing the unclear condition in inefficient agriculture-supporting loan at present and deal firstly with improving the external environment condition invested in credit and perfecting the monetary system and inside mechanism and so no.
