Deep Thought Of The Peasants' Income

With the reformation, the income of peasant has been increased rapidly. In the late of 1990's,the speed of increasing has been slowed in the constant four years. Although increased in 2001,it is recovery stage of development and still in low-level, which affects the development of agriculture and national economy directly. In this paper it is discussed that to increase the income of peasant, it is necessary to base on the characteristic of new stage, to grasp the current situation of income of peasant and national currency, to find out the reason of decrease, to refer to the successful experience of developed country and put forward the feasible policy accordingly. Following this, the circumstance of peasant's income is analyzed firstly. Since the '95', the income of peasant has been increased sharply. According to the investigation of Bureau of Statistic from 1995 to 2001, the average income of peasant has been increased from RMB 1,578 to RMB 2,666, which grows at the percentage of 68.94, except the factor of growing price. This increase was mainly before 1997.In 1996 the average income of peasant has been increased by 9 percent than last year. From 1997, the speed of increasing decreased in annual years. In 2001, it is recovered to 4.0 percent. In fact, the income of peasant of eastern region and western region increased reverse. Secondly, from two sides of macroscopic condition and restricted elements, affecting element of increased income was system expounded. It is analyzed from four sides aiming at increase of peasant's income and from seven sides aiming at restricted condition. Thirdly, the policy in developed country and its instruction to our country are discussed from side of studying the advanced experience in western country, which is separated by four parts aiming at the policy and ways of increasing the income of peasant in developed country. Furthermore, it is discussed from four sides that the instruction of the policy increasing the income of peasant to our country. Lastly, policy research on how to increase the income of peasant is expounded from six sides.
