The Measure Index Systems And Realizing Approaches Of Hunan Rural All-round Affluent Society

The report of 16th National congress of communist Party of China has further made clear the task of the all-round construction of the affluent society in the next 20 years. The central rural work in the January of 2003 pointed that the focal and difficult points of the all-round construction of the affluent society is in the rural area. Our country would not be a truly affluent society unless the rural has realized the well-to-do. Take Hunan province for example. It is a large agricultural province, which has the rural population of 45,643,300 that covers 69.2% of the whole province. The well-to-do of the rural is the key point to the provincial well-off construction. Hence, how to make the standard of measure index system and accomplishable approach needs to be proposed at once.This article first states the general theory of the well-to-do rural. According to its theory, it presents the index system of Hunan rural affluence, measures and analyzes the extent of accomplishing of the Hunan rural areas. Next, it elaborates the factors that affect the process of the well-to-do, and presents the prospect of our provincial rural affluence. Finally, it gives a point of view that it is a strategic choice and Specific measures to construct and realize our provincial rural affluence by planning the economy and society between the urban and rural areas as a whole.
