The Power Institution Of Citizen Participation

"The freedom of incorporation" is not only one of the fundamental rights that the Constitution authorizes the citizen, it is also a fundamental principle and rule in a social ruled by law, protecting ever extending the interest between country and citizen, government and market. Citizen orderly participation means that citizens share the decision making power. To our country, it is also an important goal for the democracy construction. Through the expatiation of the relation between association and citizen participation, the article manage to proof we must ensure citizen's freedom of association in the legal, if we wise citizen participation be advanced and promoted orderly and effectively. So we not only need change our old notion and pay more attention to fundamental theory research, but need promote the reform of civil organization management system and legislation. The article consists of four parts.Part I: Through the expatiation of the relation between political civilization construction and citizen participation, and the meaning of Citizen orderly participation against a background of political civilization, the writer will try to emphasize the significance of promoting Citizen orderly participation. Having considered the history and existing situation of Citizen participation in our country, incorporation is a good choice of the people, there are many problems need to solve though.Part II: The institution of association is the insurance about "The freedom of incorporation", so it is also an important power system of Citizen participation. In this part, the writer will deal with the necessity of perfecting the institution of association to promote Citizen participation.Part III: Many achievements have been gained in building of institution of association in China since liberation. However, the defects shouldn't be ignored for their harming on Citizen participation, either. So the writer will also analyse the defect of the existing institution of association in this part, so that we can find the way to advance.Part IV: Through the analysis of defect of the existing institution of association, the writer will manage to construct our future institution of association, including association law. The writer hopes that the article can give a little hand to the development of Citizen participation and incorporation.
