Off shore offers facility for the international financing and the settlement of the international debts and facilitate the development of the world trade and finance. However, off shore finance also has negative factors. It raises the banking risk, makes it more difficult to control the finance risk. In the nineties of the twenty B.C, the off shore finance experienced great changes and has a declining trend. Every country has a comprehensive knowledge of the negative effects and strengthens the supervision over it.The off shore finance legal problems have their specialty compared with those of the on shore finance. Then, the article discusses the management and supervision on the off shore finance. At last, the author expounds the problems lie in the off shore finance market of our country and, at the same time, makes suggestions to it.
