Auditing And Bidding Agency Of Government Procurement

The announcement and implementation of the Government Procurement Law of P.R.C have made the government procurement system of our country enter into the path of legal system , and increased scales of the government procurement rapidly, which brought not only a good opportunity ,but also the high demand for government procurement intermediaries. Government procurement intermediaries should adapt themselves to the changes, enhance their services and improve operating levels so that they can be the key role of ruling government procurement system. At one time, it should build up a good reputation, and make itself develop greatly. The author analyzed questions of bidding organizations of government procurement, explained and perfected their qualifications, rights and obligations, and standardized operating processes of bidding agency of government procurement. The author chose the method of integrated weighted average price difference in the method of bidding evaluation. Of course, they also needed to be audited strictly and timely.There are five parts. Part one, Introduction. It introduces the necessity of this thesis , the present situation of home and abroad ,and the thought and method of discussion. Part two, Building up GPI inevitably. It elaborates the inevitability of foundation and perfection of government procurement intermediaries in three ways: the development of social economy, the development of government procurement systems and perfection of government procurement systems. Part three, Analyzing bidding organization of government procurement in our country. It includes three questions: bidding failure, price war and corruption. Part four, building up government procurement intermediaries in our country. It introduces qualifications, rights and obligations of them, and standardizes operating processes of bidding agency of government procurement. And the author uses the method of integrated weighted average price difference to deal with price war. Part five, Auditing of GPI in our country. It founds the system of auditing to solve the question of bidding failure and corruption. Finally, it is the conclusion.
