With the relevant laws and regulations be established recent years, our government procurement has been expanding rapidly. Close to2013, our government procurement has breakthrough1.3977trillion yuan, as the beginning in1998, our government procurement is only3.1billion yuan. And the proportion of fiscal expenditure share of government procurement has also risen to11.1%, from the low point of0.29%, annual expenditure savings of nearly200billion. It can be said the achievement of China’s government procurement is remarkable. But we should also recognize that the gap between China and Western countries. Firstly, the share of government procurement expenditure share of GDP ratio below the level of developed countries. Western government procurement share purchases expenditure ratio up to30%, which indicates that China’s government procurement has a long way to go. Secondly, the procurement range is not wide enough, there are loopholes in the procurement system. Some projects have been splited into several parts in order to avoid government procurement. Thirdly, information Technology which has been using in government procurement is still on a low level, for example, the procurement informations are irregular, it’s hard for users to fetch. Information technology has been limited to several process of government procurement, the development is not comprehensive. Fourthly, China’s government procurement departments are more dispersed, redundant construction, resulting in a waste of resources, or the irrational distribution of resources, and low resource utilization.With the development of the Internet and network technology, how to use networking technology to optimize government procurement has become a very pressing issue. By using network technology, the problems I mentioned above can be solved. This article discusses how to optimize government procurement by using network technology from a systematic and macro way. The main research has stated the situation of China’s government procurement and e-biding, and the trouble the government now face with. The research has stated how to optimize the government procurement by discussing the following parts:legal system, biding processes, net security technology, system users and conditions for implementation. The legal system is to promote a strong guarantee for e-government procurement. Business processes and net security technology are the major aspects can be modified by network technology. System users can promote network technology. Conditions for implementation is the basic condition which makes the e-government procurement run smoothly. By analysis, comprehensive, sorting and cleaning the existing processes, the paper formed a new e-government procurement process which is suitable for network environment. Then I give out a organizational structure which adapts to the process to make sure the e-government procurement can proceed smoothly.
