| The key to the modernization of the army lies in the modernization of the servicemen's qualification. People's qualification is time-bound, the requirements on servicemen's qualification varying with the different historical period, situation and tasks. At present, the modernization, reform and development of our country's military forces naturally require us to put more emphasis on the cultivation of innovation spirit among servicemen. We have been faced with a historic task to foster the innovation spirit among officers and soldiers. The management of army, fundamentally speaking, is the management of man so people in charge of management shall take the irresistible responsibility of cultivating servicemen's innovation spirit. We should, with a liberated and pioneering mind, expand the scope of our service so as to promote, theoretically and practically the enrichment and development of the army's management. I. The theoretical perception of the innovation spirit: The innovation spirit refers to the vitality and attitude people exhibit in practice to actively alter the current situation of things under the guidance of the ideology of innovation. The innovation spirit, on the basis of practice, forms a positive attitude people hold in changing the status quo; it is a sublimitation of the ideology of innovation in practice. The time-bound, multileveled, stable spirit of innovation with a mass foundation is consisted of the factors such as: scientific spirit of seeking truth from facts, researching spirit of thorough meditation, critical spirit of bringing about bold suspicion, pioneering spirit and the perseverant discovering spirit. II. The current situation of our country's servicemen and the reasons: According to researches and analysis, several problems exist in the cultivation of innovation spirit among soldiers. The first is the inadaptability of the innovation spirit with the requirements, on the army's construction. Generally both the officers and soldiers possess few factors constituting innovation spirit, which dampers the innovation capability of our army. And this situation cannot meet the requirements on the modernization of the military forces. The second problem is reflected in the instability of individual personality. The modernization of the army is a long-term task, which demands the contribution from, the servicemen's innovation. Judging from this aspect, our servicemen are still in the need of innovation spirit. The third problem lies in the unwillingness soldiers express in the perception of innovation spirit. Officers and soldiers have yet to develop a kind of rational consciousness in perceiving innovation spirit. So that it will become an innate desire for them. This situation is caused by many factors, which can be summed up as follows: the influence of traditional culture; the influence of education mode; the special influence of military environment. III. The possible measures to cultivate innovation spirit among servicemen. (1) Improving understanding to discharge the old perception and cultivate a new one. We must emphasize the concept of military innovation as a "special zone". Nowadays, the trend of "enhancing military forces with science and technology ", coming under the influence of new military revolution, has swept the whole armies, which actually provide a good opportunity for the innovation of the military tactics and technologies. People in management positions shall seize this chance to strengthen the innovation education among soldiers and officers to enhance their perception concerning military innovation by utilizing the innovation examples and achievements we have made in previous military combats and current scientific campaigns. In this way we may eliminate their misunderstanding such as "few innovation will be brought about in military fields". We must help them to foster a strong belief that they can do well in innovation.
