West "entrepreneurial Government" Theory

Since the 1980s, with the development and change of policy, economy, society and scientific revolution within the world, the government of each nation is faced with new and grim challenge. In order to meet the new challenge and enhance the governing capabilities of government, which is to promote the national competitive abilities, the main western countries begin to execute reengineering government on a large scale, which is spread to many countries and areas of America, Europe, Asia and Oceania. As the scholar, G. E. Caiden, said, the end of the 20th century was an era of administration reform. The reforming spear head of each nation's government in the world all points to the bureaucracy of its own " Reengineering government" becomes the fashionable speech of the politicians, even common people. As the World Bank said in its developing report of 1997, in every part of the world, government is becoming the center that is concerned by people. The development of global economy with profound meaning makes us think about some fundamental problems of government again: what should be its function, what can it do and not do, and how to do these things better.The paper can be divided into 3 parts. The first part analyzes the reasons of "enterprising" government reform in western countries; the second part analyzes the main steps and tactics of "enterprising" government reform in western countries; the last part raises something that we are worth to use for reference in the theory of western "enterprising government" and discusses the main reforming responsibilities and direction of Chinese government during the new period through summarizing the first two parts. The creation of this paper is: to analyze the individual case and try to find the basic train of thought and common things of western "enterprising government" reform; to combine the theory of western "enterprising government" with our backgrounds of administration reform and all kinds of policies of administration reform that are provided by the 16th National Congress of the Communist Party of China in the new era, select the essence, put forward the main reforming task of Chinese government during the new period is to lead the experiences of enterprise management into government management, and government should learn to use the spirit of raising efficiency, attaching importance to quality, dealing with consumers well, and seeking perfect service which is pursued by entrepreneurs in the course of their management and scientific management methods whichare widely used in some enterprises, reform and create government management's model; to draw the system of market competition into the items of the public service; to establish a new government of paying attention to service, being responsible and facing the market.
