15-years' negotiations for accession to the WTO, China finally became a member to the WTO by 2001. After being a member to the WTO, opportunities and challenges would knock. Today, under the circumstances of economic globalization and knowledge-based economy, the international trading rules are quite different, that non-tariff barriers to trade have been remarkable in barriers to international trades. Under such environment, it's been an important subject to Chinese people that what to do with taking advantages of China's accession to the WTO, to learn the non-tariff barriers to trade and tends, to get well with the USA non-tariff barriers to trade, and to join the international competitions.This article consists of five sections.Section One analyzes the international trading policies, generalizes and sorts out the implications, features, classifications and developments. Non-Tariff Barriers --- in general measures adopted by a government to restrict import and export other than levy tariff duties, to adjust, manage, and control foreign trades. Non-Tariff Barriers are more flexible, direct, invisible, contemptuous, and protective than tariffs barriers. Usually non-tariff barrier measures could be of visible and invisible. Direct import restriction could be carried out by importing country to minimize importing amounts and total values or to force exporting countries to restraint exporting amounts and values, which is a simple but practicable, fast and effective administrative measure. If a company exports a product at a price lower than the price it normally charges on its own home market, it is said to be Dumping, i.e. selling goods in quantity to other countries at lower price than its normal price. Governments may act against dumping where dumping is taking place, there is genuine ("material") injury, and the dumping is causing injury or threatening to do so. Broadly speaking anti-dumping is to bring positive and negative affects on one country even the world economy. Technical Barriers to Trade is shorted as "Technical Barriers". Technical barriers to trade are of rational, complex, invisible, flexible and broad. There are three different ways to tell the developments of technical barriers to trade --- technical barriers to trade is to be more valuable, technical barriers to trade are adopted to more products and by more countries, and technical barriers to trade cause more international conflicts. Until today, governments have adopted technical barriers to trade of kinds, and statistics says that it reaches 3000.Section Two explains the USA trade governing system, it is said to understand the foreign trade governing body, legislation, and coordination between relevant authorities. At present, there are four Acts concerning foreign trade supervision -- the Smoot-Hawley Tariff Act 1930 Revised under which tariffs are enacted and taxation are stipulated, as of anti-dumping and countervailing measures are established, the Trade Act 1974 Revised which has terms and conditions on non-tariff barriers, generalized system of preference to developing countries, safeguards measures, and Section 301 etc., and is also the key legal basis to USA foreign trade control, the Export Administration Act 1979 set out terms and conditions on export control, and the Trade and Competition Act 1988, a comprehensive law to regulate and control domestic and international economic activities and set out regulations on issues existing with foreign trade control as of Section 301 and Specific Section 301. The American Council is the foreign trade policies and acts enactment body. The administrative bodies head by the President including the Commerce Representative Office, Commerce Department, Department of Finance, and Department of Agriculture shall bring laws and acts into legal effects. There are three coordinating bodies at different levels between government departments and the Council to cohere the establishment of foreign trade policies.
