| Jiang Zemin's Report at 16th Party Congress on Nov 8, 2002 with topic of "Build a Well-off Society in an All-Round Way and Create a New Situation in Building Socialism with Chinese Characteristics",in the report he emphasized that management system of state-own asset should be reformed. This shows that some problems in state own asset management have been taken into account, not only experts in research field , but also leaders. Whether the reform can be carried out efficiently would influence national economic development and stability, affect the reform of state-own enterprise. Our management system of state-own asset established in period of planned economy, so it has the characters of planned economy. We have attempted many times to improve the management system, especially since 80's of 20th century , management system of state-own asset changed her mode from planned economy into authorized management, and we got achievements, accumulated lots of successful and abortive experience that will consummate management system of state-own asset. According to inadequency stat, the amount of our state –own asset in 1952 was just 1298.6 billion yuan . After 50years construction , our national economy has grown stronger , in the ending of 2002, the amount of state own asset was 118299.9 billion yuan. According to data from Sate –own Ministration Committee, until 2003,490 state-own enterprises came into the market , accumulately raising money 785 billion yuan . Practice proved that our policy about state-own asset management system reform is right.Despite of the achievements ,we should be consciously to recognize that there still are many serious problems in it ,such as enterprise can not cast off government's control ;government administer and supervise macro economy and state-own asset ,too; state-own asset ownership is not clear; state-own asset run off with underdressed reasons .The reasons are both from thoughts of traditional management system and no correspond consummated policies and theories. According to the problems in management system and new situations in reform, Report at 16th Party Congress says that we should go on deepening state-own asset management system reform. State-own is the precondition ,exerting the Central Committee and local government enthusiasm.New state-own asset management system's basic frame including three administrative level, First, State-own Asset Management Agency. Our State-own Asset Management Committee established in 2003, ever since then , more than 30 province and district aplly for local State-own Asset Management Agency, such as Beijing ,Hebei ,Neimenggu,Shanghai,Jiangxi,Henan, Guangdong, Hubei and so on, have taken the licence to there own state-own asset management agency. In the new state-own asset management system's basic frame, State-own Asset Management Agency is a specialized department of state-own asset management .it's main function is to keep state-own asset safe and increment. Second, State-own Asset Charge Agency. It responds to State-own Asset Management Agency, concrete duties are to manage state-own asset, enhance asset utilizing efficiency. Establish State-own Asset Charge Agency is to separate property right and management right of state-own asset. Last, state-own enterprise. According to the contract the enterprises are authorized to manage and utilize state-own asset ,correspond to the law exerting property right.In order to deepen state-own asset management system reform ,we should take follow countermeasures : First, State-own is the precondition, measure off the central committee and local government's state-own asset property right. Second , manage different sorts of asset with different ways. Third, legislation. Forth, establish social security system. Fifth, fasten special talent treatment.
