How to inspirit the senior managers of state corporation effectively has been a critical challenge for innovation of state corporation, there exist lots of literatures about motivation in the world;but these literatures are not systemic. Foreign scholars research the motivation issue mostly through the theories for example Commission-Agent;Human Capital;Organizational Behavior;Corporate Governance. These study explain the issues of motivation for senior managers from different sides, and develop the understanding and theory of it, but all the theories localize providing explanation and direction for the practise, everyone use the same data and methods to bear his point of view;especially, most of literatures mainly analyze the effect on motivation with a single factor, lacking of excessive and systemic analysis. Some research pay attention to the economic factors, but ignore the societal factors effect. In the research, they use determinant factors as variable and motivation as independent variable, to get the result which is unilateral, but ignore the mutual relation among motivation behavior and owners.Every motivation plan encompasses many different theoretical concepts and practical programs. In theory, the multiple bases for designing motivation systems reflect different concepts and strategies, and each basis is better satisfied for the specific motivation objective. On the other hand, there have always been a variety of motivation programs and forms of compensation in managerial practices.In order to boost the system of state capital management reliably and found the modern corporate system and integrate these theoretic and practical perspectives, this article attempts to develop a comprehensive framework interpreting the design the total motivation plan which includes short and long, cash compensation and non-cash encouragement according to different motivation theories by analyzing the elements of tools and actual appliance through demonstration analysis.This article mostly resolve two problems, firt is how to evaluate the value created by senior managers, second is how to found a comprehensive motivational system. This article enriches the motivational literature and has realistic meaning.
