| The research of Wenzhou model is a hotspot in economics. But with the development of economy and society, some non-economy problems or economy problems not able to be interpreted by economic methods appear. The exact case is the emerging of Wenzhou Chamber of Commerce. It indicates that a new power pattern of state-market-civil society is shaping up. And it also gives prominence to the limitation of the former methods in studying Wenzhou model. Thus, a transformation from Economic view to Politics Sociology view in the study of Wenzhou model is in the schedule.Paradigm study gradually transits to exemplification study in civil society theory. After the policy of reform and opening up was implemented, the rise of the third sector mainly including social associations and Civilian-run Non-enterprise Units is a new change in the development of society. The development of the third sector provides many cases for the exemplification study and experiential support for civil society. Therefore the third sector has become an important realm in the study of civil society. Wenzhou Chamber of Commerce is a typical case in this realm.The interaction and cooperation between civilian-oriented chamber, government and enterprises will benefit the development of china's third sector. Meanwhile, Wenzhou Chamber of Commerce faces many problems. First, the role of chamber is illegible that embodies in the tendency of profit seeking. Second, the impression of politics is rather obvious. Third, its organization is runtish. Fourth, the decentralization of competent departments and disarrangement of its administrative system are also the puzzles confronted by the chamber. All these are centralized in the lack of legitimacy, which hampers the bloom of chamber of commerce as well as china's third sector. Last, this article indicates some possible solutions to achieve a new relationship between the state and society characterized by good interaction and cooperation.
