Wenzhou Local Governance Research

In the 1980s, since British have developed the administrative system reform, with the deepening constantly of globalization, all countries in the world campaigned for local governance campaign. Vigorous development of local governance campaign, the pressure from administrative system reform, in addition of the support of modern information network technology , various western countries started to seek for one new mode of administration, therefore, the governance theory which stresses the pluralism of governing subject rose in the 1990s.This article was from the angle of Wenzhou government,private enterprises and chambers of commerce, with the local governance theory, then discussed Wenzhou local governance.Under the background of history,culture,politic and economy, the governance process of Wenzhou government,private business and chambers of commerce passed through several stages, and exhibited the characteristics of government moderate intervention,private enterprises height prosperity,chambers of commerce self-discipline and service. The three have achieved effect during the process of governance, but also encountered many difficulties, mainly showing that inefficient government work caused a considerable brain drain and outflow, what's worse, the structure of private economy was single, and chambers of commerce still relied on government. In view of these difficult positions, Wenzhou Government must clarify their respective functions, strengthen the policy guiding the sound development of private economy , authorize Chambers of commerce and standardize its governance process; we should give a fuller play to the basic role of the market, improve the independent innovation ability of private enterprises, break through family management; Chambers of commerce should standardize own process, improve the democratic election mechanism, and enhance its social capital.
