As the development of social economy, the economical environment of state-owned enterprises has changed a lot. Especially after the entrance of WTO, the traditional way of management can not meet the costumer's need, but also slow down the development of state-owned enterprises. Through the example of ChaoYang Commercial Center, this article makes an analyze on the changes of mac- economy environment, local economical environment, and the inner economical environment of enterprises, in the light of competition theory. As a top enterprise of the local area, ChaoYang Commercial Center has its outstanding advantage and obvious disadvantage, which are commonly found in state-owned enterprises. On the basis of the reality of ChaoYang Commercial Center, through the study of chance and challenge, advantage and disadvantage, in terms of "keep stable for short-term plan, get survival for the near future plan, make development for the long-lasting plan", this thesis embodies the following strategy: focus on the completion of the rules and regulations of modern enterprise target at good understandings of the state policies, enlarging the scale of the enterprise at low cost manage to get essential elements for development multi-industry strategy for new ways to develop creative management for competition keep current advantages for stability cultivate other areas for new mode of developmentThis thesis features at exact in numbers, careful analyze, and using theory according to the reality, the Commercial Center are likely to benefit from it.
