The most important invention is to set up the new and high technology zone in industrialization of science and technology in this century. The combination of industrial development and technological activities has solved the difficult problem that science and technology break away from economy. It makes human's discovery or invention transferred to industry field unblocked,realizes its economic and social benefit. This paper makes basic theories that new and high technology zone,competition advantage and cluster as guide, has analyzed the competitiveness of Harbin and current situation of the new and high technology zone, has described the development of the agricultural new and hi-tech zone of Harbin and developing direction in the future especially. Through adopting SWOT analytical method which is commonly used in enterprise's strategic management to analyze, points out the development strategy of new and high technology zone of Harbin.
