In this paper, author analysis some issues of Multiple Objective Assessment, and draw some important conclusions such as key factors leading to sensitivities of assessment result etc. Author also put forward an integrated assessment model that place emphasis on harmony of system, and apply it to assessment and sort of technology power for each province in China. The result accords with the fact, which proves that the model is feasible. The process of assessment is based on idea which system is a combination of structure and function.The innovation is as the following.1. Bring forward two new indexes and standardization formula for them in substantial meaning.2. Combine the structure with function while appraising the system, which embody that system is a combination of structure and function.3. Analysis Multiple Objective Assessment in detail, and draw some conclusions in person, which is useful for model choice.The keystones of this paper are the unification of objectivity and subjectivity and the unification of structure and function of system.
