Land Appraisal Office GIS--A Case Study Of Qingdao Land Appraisal Information System

With the rapid development of economy and the deepening of the innovation of land using system in our country, the land using changes with each passing day, the way of traditional management can't keep up with the demand of the rapid change about land resource, the updating of the land price have been an urgent and arduous engineering. Since the ninety century, in our country, there have been built all levels land price appraisal offices one after the other, which mainly appraise the land price, and provide decision-making of all levels governments and strypped-down of corporations with land price. As the innovation of the paying land using system deepening, many academicians have studied intensively on the appraisal of urban benchmark land-value, however, because there is large otherness in all regions of cities, in the idiographic remise and attorn, it is very difficult for the benchmark land-value to guide and control the land price, the influence factors of the land price are complicated and are difficult to be appraised, so the research on the land price appraisal is very little. With the development of the IT, it is a good choice and a trend to exploit the land appraisal information system. 21st century is information and industrial age, the informational has been the trend of the economic and society development in today world, the informational degree is a significant symbol to weigh the level of the integrated national power and technology development. Based on the analysis of the informational expert, the 85% information used by government department to analyze and decide in macroscopic aspect is related to the geographic information. Using graphic, GIS which utilizes people's love to graphics not only can reflect the distributing of the spatial objects and phenomena and the relation between them, but also the geographic information can be applied to many fields of society and life as the carrier of all kind information. GIS has been the jumped-up technology which is very broad and current to all fields. Therefore it arouse an abroad attention from the internal and the overseas that GIS which based on dealing with the spatial information, is been applied to the land price appraisal and form the land appraisal Office GIS. This article makes use of MapObjects, the component GIS software of ESRI, combining Delphi language for exploiting program, using SQL Server as the database management flat, and builds Qingdao Land Appraisal Information System and studies the design and building route of Office GIS, then applies it to the land price appraisal office of Heng Yuan in QingDao. As following the article will introduce the special work in detail: Firstly, the article discusses the signification of building the land appraisal information system, and summarizes the signification of Office GIS and Client/Server system structure, expands the content and purpose of the article, and sum up the investigations on the land appraisal from the internal and the overseas. Secondly, the characteristic of Component GIS, structure of soft, constitutes and products of GIS Component are introduced. Then the design and exploitation of Component GIS are talked about. Thirdly, the founded technology route,design thought,research method and design principal of the system are expounded, the design of environment and database and functions of the system are described in detail. The realized method and skill of the function and all modules of the system are set forth and analyzed in detail. At last, after the system is analyzed, the characteristics of the system and the founded meaning of system are summarized, the innovation of system is brought forward and the application foreground of the system is prospected, and the shortage of system is discussed, then the developing direction of land appraisal Office GIS is put forward.
