Along with the growing contributions by technology to social economy, intellectual property, the impetus of technological innovation, now is becoming a crucial resource when competitions happen among nations or areas. Therefore, it is indispensable for the government to build a healthy policy environment for intellectual property creating, utilizing and protecting. As the core of nation's knowledge innovation system, higher learning institutions are the greatest intellectual property producer. So level of protecting and managing intellectual property by higher learning institutions will give a fundamental impact on our technology and economy development. On the case of the development and present condition of intellectual property protection and management in Guangdong Province and HK SAR, and their higher learning institutions as well, the article tries, from an angle of governmental management and policy, to analyze what are the difficulties, what may cause the difficulties, and what can be used mutually for reference for the two areas. Meanwhile, some suggestions for policy will be put forward to improve the deficiencies widely in present condition of intellectual property.
