The Disorders Of The Administration Morals When The Society Changes And Its Reasons And Countermeasures

This paper at first summarizes the connotations, expressions and the governing need of the disorder of the administrative moral. The disorder of the administrative moral is the result of severe collisions of the moral value tropism during the transfer of the system. It displays certain crisis of the common spirit. According to the theoretic analysis, the disorder of the administrative moral can be classified eight types, but the essence of them is that the main body who takes the administrative power abandons or violates the commonality of the administrative power in order to achieve the private interest. To govern the disorder of the administrative moral is the demands of the spiritual civilization construction, politic civilization construction and the governing by morality. In succession, the paper analyses the historic causes of the disorder of the administrative morel from the historic, economic and administrative angles. All of them, the negative effect of the market economy is the fundamental cause. At the same time, the disorder of the administrative moral is the efficient reflection of the governmental administration deficiencies in existence. Finally, aiming at the problem in existence, the paper putts forward three pieces of countermeasures against the disorder of the administrative moral. These are to strengthen the administrative ideal education, increase the spirits of administrative main body; to strengthen the administrative moral self-cultivation, exert the regulatianal function of the administrative conscience; to strengthen the administrative moral construction, establish the perfect work system; to strengthen the administrative system construction, regulate the moral deeds of the administrative main body.
