Administrative honor is positive evaluation which made by public opinion or public authority toexecutive moral behavior made by administrative organization, and is also a positive evaluation ofsubjective feeling or a sure self psychological experience of individual self or administrativestaff.Administrative honor is an important part of administrative ethics, it contains the rich moral value. Inthe first place, to the administrative personnel individual character, it can promote the realization of thecomplete individual moral personality; Then, to the administrative organization, it can enhance theorganization cohesive force, promote the responsibility of the government target; Thirdly, for the wholesociety is concerned, it can maximize the public interests. However, in our country the realityadministrative practice process, administrative honor not play their due moral value function. On thecontrary, as the absence of the moral value, all kinds of problems appear in the administrative field, whichbrings the serious negative effect for the whole society. Based on the above consideration, this paperstudied the administrative honor problems. It explored the moral value and mechanism of administrativehonor. Then, it combined with the present situation of moral value in the practice of administrative honorand analyzed the subjective and objective factors to influence on the realization of the moral value ofadministrative honor. Finally,the paper put forward through the ways that combining with internal controland external control to improve the moral value of administrative honor. Specifically, the paper includedthe following aspects:The introduction part: This part mainly proposed research problems and the research significance ofthis paper; then reviewed the relevant documents and explained research methods and paper structure. The first chapter is summarize of administrative honor. This chapter is mainly to describe the basictheory of administrative honor, including connotation, nature and types. It can help people to have thecorrect reasonable knowledge of administrative honor, and make the blackboard for further analysis of themoral value of administrative honor.The second chapter is moral value and theoretical basis of administrative honor. This chapterfocuses on the value of administrative honor from a moral perspective reveals, and as the basis of thehuman nature assumption theory and incentive theory, it illustrates the principle of moral value in the roleof administrative honor.The third chapter is the lack of moral value and its reasons of our administrative honor. Firstly, thischapter described performance the lack of moral value of administrative honor, and then analyzed thecauses, and eventually got reasons including missing the subjective moral value of administrativepersonnel, the of system, environment and other objective reasons.The fourth chapter is the way to improve moral value of administrative honor. According to the thirdchapter that has pointed out the subjective and objective reasons,this chapter put out the wayscorrespondingly, which is combining the way of the personnel individual internal control method andsystem, environment construction of external control method.The final chapter is conclusion. This chapter is mainly to summarize the total papers, and emphasizesadministrative honor and moral value depends not only on ascension administrative personnel of theadministrative honor for moral self-consciousness, but also a perfect system construction and good ethicalenvironment to provide the external security.
