In recent years, the non-public owned enterprises' status and influence has got enhancement day by day, meanwhile, we find the problems of breaking laws and commit crime of these enterprises become more and more serious, so it is necessary to discuss this question. In western criminology, the research of this field belongs to the range of white-collar criminology, and compared with the other types in white-collar crime, crime of non-public owned enterprises has its own particularity; there are still a lot of places that is worth exploring in the research of this field. So we think research on the crime of non-public owned enterprises has its value both in theory and in reality. In addition, the research on be considered most important usually while studying in crime, because when the phenomenon is already existed, to find the cause of crime is exactly the prerequisite to prevent, so this paper concentrates on the discussion of the cause of crime. This paper draws fruits from the research in western criminology, the concept of cause of crime is considered from two aspects: the criminal propensity and criminal offence. We believe that a person with criminal propensity will not always doing criminal offence, criminal propensity just offer a possibility, opportunity for crime is necessary for the criminal offence. The forming of criminal propensity is the result of socialization, opportunity for crime lies in the society's environment. The criminal offence we mean is not the criminal offence of one concrete person, but a greater criminal offence. Under this frame, we regard the society's structure transformation as the background, consider the criminal propensity of the enterprises' operator and the opportunity for crime lies in the commercial environment, make concrete analysis to the cause of the crime of non-public owned enterprises in our country.
