Rural road is one of the primary traffic modes in vastly country. Though it hasmade a lot of achievement in recent years, there are many problems in rural roadconstruction. Such as lack of accessibility and capacity in the central and westernareas, lack of accurateness in road allocation and lack of unity in road concept andboundary defined. The investor of rural road construction is not clear; theinvestment percentage is not reasonable and the source of funding is not stable.These problems restrict the development of rural road and need to solve as soon aspossible.This paper studies the development of social economy and rural road in Jilinprovince. In the paper, it establishes multi-factor analysis empirical regressivemodels by making use of annual government strategic economy statistical data,including the number of administrative villages, actual mileage and numbers ofrural road. The models are used in rural road mileage forecast in some undevelopedcounty.The rural road is quasi-public products by analyzed the non-competitive andnon-exclusives character of rural road from public economics ; meanwhile it islocally public products with national characters from the viewpoint of nationalhighway network. Rural road is a kind of cross-level public product, governmentsof all levels need to foster.The distribution of provincial county roads is very much like that of village road incountryside in the respect of geographical background, economic environment androad technical class, standard and pavement structure, and that suits to fractaltheories. The principal county roads are different from common county roads andrural roads are different from countryside roads regardless in theoretically or in thepractice, in the function or the investor. Separated the principal county roads fromthe common county roads, extended the countryside roads to rural roads, break up 45吉林大学硕士学位论文the administration ranks in details will help the theoretical qualitative study.This paper analyses and studies the local standard such as technical standard andpavement structure by considering the specific conditions in the countryside andthe ministerial standards. Meanwhile, the paper analyses the rural road constructcost structure through the sampling investigation based on the national rural roadconstruct investment. The result is that the central investment is very little, lackingfixed resource in provincial investment; most of the rural roads constructinvestment is concentrated in local government.The paper analyses the actual situation of rural road, applies the theories ofmathematical statistics, public economics and fractal geometry, studies the attribute,function localization, capital supplier, classification technical specifications,pavement structure, cost, investing standard and fund raising of rural road, putforward the investment countermeasures and suggestions that ensure thestandardized, legalization and sustainable develop of rural road.
