The training management mode of the Electronic GS Institute is a brand-new training management mode emphasizing on training pertinence and effect assessment, which has not been commonly used in state-owned military enterprises of our country. The changing trend of modern human resource management mode indicates that traditional human-resource training system has been incapable to meet the requirement of healthy and high-speed enterprise development. However, according to modern ability development theory, realization degree of employee's ability training by enterprise will have direct impact on the core knowledge and competitive-power of the enterprise, and will affect whether the enterprise can survive the increasingly cruel competition and keep on development, subsequently it will influence success or failure of an enterprise. Theories and facts have demonstrated, that this kind of training management mode can effectively complement the limitation of traditional human-resource training system and improve the human-resource management level of the enterprise, which pushes the development and prosperity of the enterprise. This training management mode grasps the bases of various ability-development theories, and understands the essence of human-resource training in nature, effectively conducts the human-resource training work, and satisfies the requirement of enterprise for employee's abilities more comprehensively. In the new training management mode, the enterprise can train the employee more effectively, and the abilities of employee can be well developed, and the human-resource effect will be brought into play to a deep extent.This paper mainly focused on characteristics of the military ElectronicGS Institute, current situation of human-resource, shortcomings of traditional training mechanism, and analyzes the necessity and feasibility of implementing the new training management mode in the GS institute, based on the related scientific theories of modern enterprise ability-development management, and then proposes the implementation scheme and procedure, cost, risk as well as their control measures. This paper includes 4 chapters in total. Chapter One introduces the four developing phases of ability-development theory, meanwhile gives the description of eight basic theories of ability-development. Chapter Two introduces the characteristics of the GS institute and its international and domestic environment, analyzes its human-resource status and the causes of its system defects, and describes the training system that the GS institute has long used before, and then analyzes its shortcomings and defects. Chapter Three is the key part of this paper. It analyzes the necessity and feasibility of implementing the new training management mode in the GS institute and then proposes the implementation scheme; furthermore, it analyzes the possible cost and risk due to implementing the new training management system, and proposes the control measures in reference to actual situation. Chapter Four gives some referential ideas and suggestions to military electronic institutes conducting training management system reform, according to the author's thoughts and feelings of participating in this work.The idea and the design scheme proposed in this paper of implementing the brand-new training management system in military electronic institutes, as well as the viewpoint of emphasizing employee's self-training, are of referential value to enterprises in the same business line.As limited to the experience and knowledge of the authors, the proposedscheme of the training management system still needs further discussion, and complementation, modification, improvement and perfection in future practice.
