The Applications Of BOT In Our Country' S Railway Engineering Constructions

The construction and development of a country's economy is based on its basic facilities, and the depth of perfection of which marks the national comprehensive power and economic development level. For a developing country which has advanced at high speed such as China, it is critical to strengthen the construction of basic facilities. As a modal of basic facilities construction, Build-Operate-Transfer (BOT) has widely utilized abroad. Though BOT has got some achievements for over ten years in China, there are still many problems to be settled. Basing its study on the achievement of BOT at home and abroad and summarizing the contents of relevant projects, the paper mainly studies the following fields:1 .The fundamentals of BOT.This thesis analyses the development of BOT at home and abroad, elaborates the operation of BOT in detail, emphasizes four problems about BOT project: risk, law price and special permit deadline, establishes mathematical modal on the price and special permit deadline that is settied and analyzed concretely. Through analyzing the contents above-mentioned, it standardizes the knowledge of these fields, at the same time advances some proposals and views of the author.2.The construction of the railway foundation facilities should be invested and financed multiplexly.Analyzing the current situation of the railway construction and operation, this paper argues that railway construction should be invested and financed variformly so as to suit the reform direction of the railway system in China. According to the railway characteristics of itself, the thesis verifies railway, holds that different railway should adopt different construction patterns, discusses the feasibilities of BOT ABS etc. in the railway construction .3. Particularly analyzing the applications of BOT modal in city-rail-transit in China.The paper analyzes the necessity and probability of BOT in city-rail-transit from national and international environment, provides decisive basis for projects of railway foundation facilities which will apply BOT model, makes the optimum model which can provide decisive evidencesfor the ratio of city-transportation. Furthermore it improves the methods of investment-income-ratio and makes time-value model, calculates the price and the special permit deadline in greater detail.4.Aiming at some difficulties and insufficiency we will face when applying BOT in the constructions of foundation facilities such as railway engineering, this paper puts forward some suggestions.Combined BOT model with the construction of our country's foundation facilities by using foreign capital or inner investment, there are many aspects to be perfected such as law environment in China government guarantee. The study on the theory of BOT in this paper is of instructional significance in the BOT project practice of our country's foundation facilities such as railway engineering.
