Research On Cost Valuation Theories And Methods Of Engineering Projects

This thesis studies how to develop a suit of system and method on the valuation of construction products, and how to effectively control engineering cost during the transfer period from planned economy to market-oriented economy in China.First, it expounds the price structure, features and forming regulation of construction products under the environment of market-oriented economy. Secondly, from many different aspects, it explains the management system and cost valuation system in developed market-oriented economy countries, which is helpful to absorb and use the advanced methods and experience ftom abroad. And then, it analyzes the traditional valuation theory, system and method of engineering cost in China. Finally, it raises some suggestions to reform the engineering cost valuation system and control system in China, also it discusses how to establish the valuation pattern for engineering cost of China, which is designed to meet the need of market development of socialist construction and the need of international connection.There are three points of contribution in this thesis: (1) Form the view point of theory, it presents that the basic properties of construction products do not change, although their production process is different from that of common industryproducts. Therefore, engineering cost and pn'ce of construction products are two different economic categories. The traditional concept of Engineering cost is not the commodity price of construction products, but the construction cost and expense of engineering quota and planned price. (2) Using the valuation system of engineering cost in market-oriented economy countries, this thesis raises the patterns to market the valuation system of engineering cost in China. (3) To meet the need of connection of Chinese construction market with that of international, engineering consulting institutions and the statistics, analysis and forecast systems are urgently needed to be trained.
