The government, market and society can all provide public goods, and in some fields they can work well. But some characteristics of public goods, such as public consumption, non-excludability and non-rivalness, make it difficult for any single provider to provide public goods abundantly and efficiently. To provide public goods abundantly and efficiently and assure sustainable development of public goods, we must set up a pluralistic and compound provision mechanism of public goods. This paper will be in attempting to structure the responsibility mechanism made up of government, market and society of public goods, and describe the close " partnerships " between them. There are five chapters in this paper.Chapter 1: Basic conceptions explanation. This Chapter will explain some basic conceptions mainly. Such as public goods, provision and responsibility. According to these conceptions, the chapter will also analyze some characteristics and classification of public goods and structure the responsibility mechanism of public goods.Chapter 2: Responsibility of the government in providing public goods. This chapter will explain why the government can provide public goods, what function the government has and what responsibility the government will bear, and whether the government is efficient.Chapter 3: Responsibility of market in providing public goods. This chapter will explain why market can provide public goods, what function market has and what responsibility market will bear, and whether market is efficient according to several cases.Chapter 4: Responsibility of society in providing public goods. This chapter will explain why "the third sector" can provide public goods, what function "the third sector" has and what responsibility "the third sector" will bear, and whether "the third sector" is efficient according to several cases.Chapter 5: The pluralistic and compound arrangement. This chapter will analyze why the provide of public goods is one pluralistic and compound arrangement, and indicate that the government, market and society is close " partnership".
