The Effect Of The Rural Public Goods Provision Systrm

The rural public goods provision in China is a major theoretical and practical issue which is related to the reform and development of social transition. We are now confronted with the issue and need to solve it urgently. Therefore, the study on the effect of the rural public goods provision system has practical significance.This paper takes the city Taixing as example, analyzes the effects of the rural public goods provision system and problems from the perspective of the amount of public goods in rural area and the amount of capital investment. The author takes the town Xinjie as main survey subject, with objective analysis and questionnaire to get farmers'evaluation of the provided public goods. All the above surveys show that the rural basic public goods provision system was built and it has provided basic public goods effectively. But the poor management and maintenance after the establishment of agricultural irrigation and roads, let to lower the effects.This paper takes the farmers as customers and introduces the concept of "customer satisfaction". An evaluation method for the farmers to know whether the farmers are satisfied of local public goods was designed, and various factors which impact on the "satisfaction" were analyzed. Finally, the author uses "satisfaction" and basic data of farmers to establish CSI -probit regression model, and analyzes how the factors affect the"satisfaction". The result shows that farmer income and distance from town are the most important factors, which have significant impact on the satisfaction in more than 4 villages. The factor education has significant impact on the satisfaction in all the five villages, but with little coefficient, so education can't be regarded as the important factor; the factors such as lead and party member don't have obvious impact.According to all the above analysis, this paper argues that the public goods in the villages with long distance from town should be more provided for equality of the public goods provision. The fundamental solution to solve the problems of peasants'burden is to promote the rural democracy, grasp the peasants'will and improve the democratic decision-making mechanism. The multi-provider should play a role, and multi-input mechanism should be built, the performance evaluation should be strengthened, and a strict and effective management mechanism should be established.
