To set up a price mechanism plays a decisive role in the socialist market economy system. This price mechanism is to encourage competition and expedite the sensible resource allocating. It directly affects the economic efficiency, obstructs the realization of social justice. Public utilites are related with the national economy and the people's livelihood. There is realistic necessity to quest a scientific, sensible pricing mechanism as well as price supervising mechannismin public utilites.By analyzing the public utilites' pricing methods (such as the methods adopted by western countries), linking the features, current situation of domestic public utilites and the main pricing methods adopted currently, this thesis makes the conclusion that we should make the combination use of multiple pricing methods according to different market scope, market developing periods and market characters as there are both advantages and disadvantages in different pricing methods. Different price management systems combinations should make good use of market in resource allocating. By imitating and developing the market, we should transfer the emphasis from supervising the price to developing competition conditions and promoting information opening in order to achieve our final objective of efficiency and fair allocation.Proceeding from the actual situation of China,analyzing the information-opened market pricing system, different market scope, market developing periods and market characters effects on price mechanism; this thesis probes into the practical and operative pricing programs and price supervising programs. It mainly objects to realize the justice and efficiency under the current limited situations. So that to facilitate the development of Chinese public utilities quickly and soundly.
