Ideological Evolution Of Relations Between Government And Market In Resource Allocation Of Cpc Since The Establishment Of The People's Republic Of China

At the third plenary session of the 18 th CPC central committee,it was pointed out that the key point of deepening the reform in an all-round way is the reform of economic system,and the core issue of which is how to properly handle the relationship between the government and the market.Throughout the CPC's theory of correctly understanding and dealing with the relationship between government and market in resource allocation since the establishment of the People's Republic of China,we can see that the theory of the relationship between the government and the market of the Communist Party of China is based on the unity of historical logic,theoretical logic and practical logic.In each historical stage,the theory of the party's relationship between the government and the market has been innovated and developed because of the different economic practices.Each theoretical innovation has a profound impact on the development of practice.Therefore,a systematic study of the CPC's ideological evolution of the relationship between government and market in resource allocation,the unity of its historical logic,theoretical logic and practical logic,the exploration of its basic experience and enlightenment,and the follow-up of the law of development of the relationship between government and market are of great significance for the correct handling of the relationship between government and market at present.Based on the Marxist theory of resource allocation,this thesis systematically studies the ideological evolution of the CPC on the relationship between government and market in resource allocation since the establishment of the People's Republic of China by using the methods of literature research,analysis and synthesis,and integration of history and logic.Firstly,Mao Zedong's theory on the relationship between government and market is studied.Before the establishment of the socialistsystem,Mao Zedong believed that the government controlled the lifeline of the national economy through the state-owned economy,safeguarded the fundamental interests of the people and maintained the stability of the proletarian regime.At the same time,we should not only develop private capitalism in the interests of national economy and people's livelihood,but also limit its nature of profit seeking.After the establishment of the socialist system,the public ownership of means of production was built,and the position of the public ownership economy in controlling the national economy was established.During a period of time,Mao Zedong advocated the development of socialist commodity economy in a certain range according to the practical needs.Secondly,after the reform and opening up,Deng Xiaoping believed that the socialist economic system should be reformed along the direction of marketization,and constantly play the role of market in regulating the economy.He further elaborated the theory of planning and market as a means of allocating resources,thus liberating people's minds.Thirdly,Jiang Zemin inherited Deng Xiaoping's thought of socialist market economy and proposed the establishment of a socialist market economy system.He believed that the market played a fundamental role in the allocation of resources,established the basic socialist economic system,and carried out the reform of state-owned enterprises to adapt to the development of the socialist market economy.Fourthly,Hu Jintao further strengthened the basic role of market in allocating resources,perfected the socialist market economic system,perfected the market economic system,and optimized the structure and layout of state-owned enterprises.Fifthly,Xi Jinping proposed that the market should play a decisive role in the allocation of resources and the government should play a better role based on the stage characteristics of China's economic development.By studying the background,main contents and theoretical innovation of the theory of the relationship between the government and the market of the Communists in different historical stages,this paper explores the basic experience and Enlightenment of the evolution of the theory of the relationship between the government and the market since the establishment of the People's Republic of China,Among them,the basic experience mainly includes: first,correctly deal with the relationship
