Research On The Efficiency Of Power Supervision Resource Allocation

The President Xi Jinping ordered enhanced restraint and supervision on the use of power at the third Plenary Session of Central Commission for Discipline Inspection of the 18 th Communist Party of China.He said,“Power should be restricted by a cage of regulations.A disciplinary,prevention and guarantee mechanism should be set up to ensure that people dare not,can not and do not want to easily commit corruption.”Strengthening the regulations and supervision of power operation(power here only refers to public power)can't work without the utilization and improvement of resources of power supervision.The resources of power supervision,as a kind of social resources,are of rareness as other resources.The allocation efficiency of resources of power supervision directly affects the establishment of national institutions for power supervision,the overall arrangement of related institutional arrangement and other supervision resources,and construction of national government system and the improvement of governance capacity.At present,studies on resources of power supervision seldom focus on the theories and practices of efficiency operation.Therefore,how to build an operative and workable evaluation system,and to improve the configuration of resources of power supervision and its supervision effects are important theoretical and realistic problems to be solved.Getting rid of the common study logic of starting with power supervision,it cuts to the point with the related theories as politics,economics,management,sociology,education,medicine,and anthropology synthetically.With the combination of qualitative and quantitative research,the perspective of the person who is supervised is targeted,as a try to show the effects and problems.And the allocation efficiency of resources of power supervision is then studied with quantitative research.The research design is as follows:First,the observation point of power supervision is transferred from the common point of power supervision institutions or people to the supervised ones.Then thebehaviors of power alienation by the supervised will be observed naturally in a specific situation of power alienation.Based on the study methods of grounded theory,the typical cases will be deep explored,during which illness narration will be used to study the especially typical cases of Liu Tienan,Su Rong,Xi Xiaoming and Si Xianmin.Second,based on the above four cases and related literature,the software analysis tool-NVivo will be employed to conduct a more extensive and deeper analysis.The main problems,influence factors,and the interactions,of the supervised and power supervision institutions in the process of regulation and supervision,will be analyzed,from individuals,teams(including government agencies,educational apartments,financial institutions and state-owned companies)and organizations(power supervision institutions).Third,on the basis of the above research about power alienation and the mental model transformation of individuals and organizations in the alienation process,the indicator systems “core input resources” and “core output resources” for allocation efficiency of power supervision are formed.Besides,the analysis model for it will also be built based on the DEA(a classic analysis method for efficiency study).Fourth,based on collected data,an empirical study will be conducted on the model of allocation efficiency of resources of power supervision.Finally,advice and solutions for strengthening the resources allocation of resources of power supervision will be proposed on the basis of the conclusions.The innovative points: It combines the qualitative methods with the quantitative methods.No matter the grounded theory from the former,or the DEA from the latter,it is rarely seen in the evaluation systems of allocation efficiency of power supervision resources.Also,it jumps out of the power supervision itself,and into the world of supervision objects,exploring a new way to improve the allocation of power supervision resources that conforms to the reality.The analysis model for allocation efficiency of power supervision resources is helpful not only to evaluate the allocation efficiency,but also to promote its adjustment and reform.The outputs can be used in the power supervision practices directly,to urge the effective allocation and improvethe supervision level.
