The Study On The Reformation Of Government Investment System In China

The investment system in China was developed gradually, along with the economy development after the foundation of our new government. By this time, a series of reformative measures have been made on the investment system, and we have gained some primary effect. But there is still intense contradiction and some essential problems in the present investment system. Government investment is the principal part of the fixed assets investment in China. And its reformation plays an important role in the whole investment and financing system reformation. But now the studies about government investment system and studies about the problems of this in China are superficial. That is why the reformation of government investment system in China is chosen as the subject matter by this thesis. The actualities, existing problems and relevant reformative measures of government investment system in China are studied deeply to make a theory foundation for farther reformation. The scope, capital source, operation and management mode of government investment in different countries, especially developed countries, are compared and analyzed. According to the practice in China, the points, which can be used for reference, are pointed out. Reviewing the course of the reformation of government investment system in China, this thesis indicates the major problems of the present government investment system in China. Some reformative measures about government investment system are presented, aimed at solving the existing problems, extracting the experience in foreign countries. The measures are setting up government investment fund, absorbing private capital for public investment, reforming the examining and approving system for construction project, setting up government investment management company, running government investment like a corporation, putting "substitute construct manner" into practice.
