| The strategy of economic development is the general course and policy of the economic development. As the general course and policy, it is chiefly behaved how to design the model of the economic development during the economic course. The strategy of the economic development of a country or region plays a significant role in grasping the future economic tendency and pushing the economics to develop rapidly. In order to improve the economics in Handan continuously, rapidly and healthily and further the innovation in all the fields, the economic development in Handan is analyzed systematically and intergratively. The present progress and exiting problems are also discussed. Based on the above study scientific economic development policy is made.In this paper, firstly it is described that the strategy study on the economic development of Handan city is necessary. And then the economic situation of Handan is analyzed, such as the development situation of agriculture, industry, business and other society conditions. Thirdly the economic development environment of Handan is described, including the environment of nature, person with ability, financing resource, society and so on. Based on analyzing the current situation and environment of the economics of Handan, the agricultural and industrial development is forecasted by means of grey theory and multivarlet regression. We obtain the valuable perspective results that the annual average increase rate of agricultural total production value is 3% in Handan during 2003-2010, and the industrial total production value in Handan in 2010 is as twice times as in 2000. Finally the main strategic and the basic policy suggestions for Handan's economic development are drawn.
