Due to the state-monopolized foreign trade regime, state-owned foreign trading enterprises used to work very well. However, impacted by the New Economy, some naturally born weakness of these enterprises begins to emerge as monopoly policies are being gradually abolished. These enterprises are suffering deteriorating performance and hence encountering many difficulties. Then what should these state-owned enterprises do to recognize the current competitive environment and to deal with development difficulties? The author of this thesis selects a group of most typical state-owned foreign trading enterprises, traditional state-owned foreign trading enterprises, that share uniform features as study subject and tries to analyze their competition environment and contribute some observations about strategic development applied to strategic decision making.This thesis is composed of four chapters. In the first chapter, the author defines the study subject of this thesis (traditional state-owned trading enterprises) and emphasizes three most important factors of the New Economy that affect them. In the second chapter, the author makes detailed analysis on the current competitive environment for these enterprises from both macro and micro perspectives. Ways through which these enterprises can win competitive advantages are also discussed. Then based on the analysis, observations about the strategic development of traditional state-owned foreign trading enterprises are made in two aspects, namely, the development model of traditional economy and the development model of Internet economy. In the third chapter, the author contributes some thoughts after analyzing the operating mechanism and the strategic direction of development of traditional state-owned trading enterprises. Taking into consideration the far-reaching implication of Internet economy for international trade philosophy, the author discusses, in the fourth chapter, the development strategy of traditional state-owned foreign trading enterprises from the two perspectives of E-commerce and virtual- business, and then puts forward an applicable model as reference for strategy-making.
