Research On Recycle Economy Realizing Instruments

Sustainable development in China is still in primary stage, having many difficulties. Recycle economy is an important instrument to change the conventional linear development mode and realize sustainable development. As a result, it is necessary to study the realizing instruments agreeing with the situation of China for recycle economy systemically.This thesis starts from the theory of recycle economy, studies the efficiency of resources using and distributing of it by mathematical models. The research of efficiency of resources using is made at three levels of recycle economy by the principle of material balance, which proves that recycle economy is better than conventional linear economy. The research founds the theoretical base of the using of cleaner production, eco-industry, eco-agriculture and vein industry for developing recycle economy. For the efficiency of resources distributing, a welfare economics model which object is welfare maximization is made. The model is solved by optimal control method. After analyzing the solution to the model with the economic efficiency theory, the conditions how to distribute resources efficiently are got. That is the resources marginal utilities must be equal to the sum of private marginal costs and society marginal costs, which also founds the base of using of indirect control instruments. On the basis of theory studies, further researches on recycles economy-realizing instruments are developed. At first, the target of recycle economy and the differences between recycle economy and pollution control are illuminated. Secondly, the standards evaluating recycle economy-realizing instruments are given with considering general standards and its influence on the open economy system and all-around evaluation on recycle economy-realizing instruments by using these standards are made. Thirdly, synergia rule of recycle economy-realizing instruments is put creatively forward and synergetic mechanism between direct action, indirect regulation and control instruments and basic action instruments is expatiated, which is great helpful to decision-maker to make the policy of developing recycle economy. Lastly, on the basis of studying on recycle economy-realizing instruments, primary policy of developing recycle economic in China is given. And with the policy of developing water resource recycle economic and its effect in Tianjin as a study case, the effect and synergetic mechanism of recycle economy-realizing instruments are validated. At the same time, pending problems and direction of efforts in the field of studying recycle economy-realizing instruments are given in this paper.
