During the fast economic development in P.R.C, only by obtaining market info and engaging as a bidder can an corporation survive the rigor competition.Pre-bid decision-making process is fundamental to a construction company, most of which, however, depend on experience or inadequate consideration for the process, few make the decision from systematic and scientific analysis. The factors involved in the decision-making process are complex, interconnected and of large number, so traditional analysis measures function not well enough for this kind of complex, chaos problem.Artificial neural networks are theoretical abstraction, simplification, and simulation info-management system based on real biological human brain neural networks. Being capable of arbitrary nonlinear mapping, good extensive learning, and highly robust, the system is a powerful technique for complex, chaos problems.In the paper we first adopt the specialty of the neural networks, based on which we test, filter and finally build a pre-bid decision-making model with good and fast learning ability. Then a detailed study is made for data-input measuring criteria and method. A interface of the parameter input for the model is built with Matlab. By the study, a practice of application of the artificial neural networks on the pre-bid decision-making process is engaged for future use and research.
